Year One: Rapid Housing Pilot
House Everyone STL is working with local partners to test new approaches to reducing homelessness—starting with a Rapid Housing Pilot across three areas of the St. Louis region. The goal is simple: help people move from homelessness to housing quickly, while learning what works and what can be scaled across the region.
Year One: Rapid Housing Pilot
The first pilot focuses on people who are newly experiencing homelessness and ready to move into housing. Across three pilot sites, partners will identify and rapidly house 30+ households, combining housing navigation, rental assistance, flexible funding, and ongoing support.

St. Louis City/County
St. Patrick Center + Our Lady’s Inn
Partnering with organizations serving individuals and families across St. Louis City and County to pilot and refine our approach in diverse community settings.
St. Charles County
St. Charles Community Council + The Care Service
Collaborating with the St. Charles Community Council and The Care Service to bring the pilot to residents and strengthen community-based connections and support.
Madison County
Alton Community Development Corporation (CDC) + OWLs
Working alongside community-based organizations in Madison County to connect residents with resources, support, and opportunities through the pilot program.
From Pilot to Practice
This is the first step in a three-year regional pilot strategy: test, learn, adapt, and scale. What we learn from Year One will help inform future pilots and approaches across the region. The long-term goal is to give communities across the St. Louis region more effective tools to prevent and end homelessness.

What We are Learning
A pilot is only as valuable as what we learn from it.
We’ll track housing outcomes, listen to participants and providers, and bring pilot partners together regularly to understand what is working, what isn’t, and what needs to change.
